It is indeed a great pleasure and honour for me to give you the picture of world p o p u l a r Bokaro steel city cum district. Bokaro has been playing a vital role in modern India's industrial development since 1965. We, as citizens of this district, should take pride in contributing so immensely towards industrialization and modernization of the nation. We must at the same time realize that the growth and development of any place and its people depend upon a society free from crime and a good law and order situation. The responsibility of preventing crime now devolves largely on the community; especially it has been shown by the experience and logic of the police to prevent crime.
Bokaro town suffers from organized crime of extortion by particular gangs
and on the other hand the district is adversely hit by growing menace of
left wing extremism and our major human and material resources are engaged in fighting it. We are trying our level best to keep the district crimefree and safe. During the last one year Bokaro district police recorded many successes against criminals. Two important bank dacoities and a major bank robbery case were detected and a sum of Rs. 3.5 lakhs were recovered and country made pistols were seized and recovered from the criminals. Bermo sub-division of Bokaro District has been affected by naxal activities. The main activities of these armed Maoists are killing those people who differ from their views, ambushing police parties to loot arms and ammunition, spreading extremism to extract levies from government schemes and indulging in extortion from rich people. Many precious lives of both, the police and the public have been lost in this ongoing battle. It is tragic to see the misguided youth taking up arms
against the state. We should also realize the tough and difficult conditions in which the police personnel perform their duties, especially in extremist hit areas. In the past one year many hardcore naxals were arrested. Among the arrested were Area commander Avinash and others Vadan Manjhi , Ajay Mahato , Karan chand Mahato and many more. The biggest achievement of Bokaro Police was recovery of Rs. 8.50 Lakhs with a laptop and naxal documents. Bokaro Police has also recovered 7 police firearms and 3 regular guns. 9 bunkers have been destroyed by the police. 47 land mines, 959 cartridges, detonators and naxal literature were also recovered by the police. The commendable achievements of Bokaro Police lie in community policing programmes. Many Civic Action Programmes like running medical camps, distribution of Dhotis, Sarees and organizing Friendly Football Tournaments were implemented by the police in order to win popular goodwill and confidence. Even there is a plan to select some unemployed youth from the remote villages and make them capable enough by physical training for one month, so that they may successfully compete during recruitment tests conducted by the police/ CPMF/Army organisations. Bokaro police is always ready to fight with the naxals and request people give the information and make it a peaceful place. |

Recently in Bokaro, the issue of rehabilitation of people in the proposed expansion of Bokaro steel plant caused lot of disturbances and many people and police got injured. We request all people to have patience and government will take care of all issues and do needful to the people.

With the available criminal records since 2003 to 2007 the crime scenario in the District is being given under following heads. |

In the year 2003, 57 cases of murder have been reported out of which charge sheets have been submitted in 38 cases and final reports have been given in 19 of them. In 2004, 56 cases were reported. Charge sheets were submitted in 46 of them and final reports were given in 9 whereas one case is still pending. In 2005, 49 cases were reported and charge sheets were submitted in 36 of them. Final reports were submitted in 10 cases whereas in 3 cases investigation is going on. In 2006, 38 cases were reported. Out of them charge sheets were submitted in 27, final reports were given in 9 and 2 cases are still being investigated. In 2007, 60 cases were reported and out of them charge sheets were submitted in 26 and final reports were submitted in 11 cases. 23 cases are still being investigated. |

In 2003, 21 cases of dacoity were reported out of which charge sheets have been submitted in 7 and final reports have been submitted in 14 of them. In 2004, 27 cases were reported and in 10 of them charge sheets have been submitted. Final reports have been given in 15 whereas 2 cases are pending investigation. In 2005, 34 cases were reported. Charge sheets were submitted in 11 and final reports have been given in 20 of them whereas 3 are still being investigated. In 2006, 34 cases were reported and charge sheets were submitted in 8. 10 cases are still pending which are being investigated. In 2007, 18 cases were reported out of which charge sheets have been submitted in 4 and final reports were submitted in 2. Rest 12 cases are still being investigated. |

Charge sheets were filed in 19 and final reports were submitted in 41 of them. In 2005, 45 cases were reported. Charge sheets were filed in 12 and final reports were given in 31 and 2 of them are being investigated. In 2006, 38 cases were reported, charge sheets were submitted in 13 and final reports were given in 21 of them whereas 4 are being investigated. In 2007, 45 cases were reported, charge sheets were filed in 13, final reports were given in 19 and 13 of them are still under investigation. |

In 2003, 23 cases were lodged. Charge sheets have been submitted in all of them. In 2004, 15 cases were reported; in 2005, 19 cases were reported and all of them were charge sheeted. In 2006, 15 cases were reported, charge sheets were submitted in 12 of them and 3 cases are pending. In 2007, 20 cases were reported of which charge sheets were submitted in 11 and 9 cases are pending. |

Bermo sub-division of Bokaro District has been affected by naxal activities. Gomia, Mahuatand, Lalpania, I.EL, B.T.P.S., Tenughat, Petarwar, Nawadih, Chandrapura, Kasmar and Jaridih P.S. and Gandhi Nagar O.P.and Bokaro Jharia O.P. areas are known naxal affected areas.
The armed rebellion of the naxalites was for the first time reported on 15 November, 1974 at Bhitia Village of Jhumra Pahar. Now a days, the naxal out fit known as CPI Maoist has armed guerillas that have different squads for different works. The main activities of these armed Maoists are killing those people who differ from their views, ambushing police parties to loot arms and ammunition, spreading extremism to extract levies from government schemes and indulging in extortion from rich people.
In Bokaro Jhumra hills and nearby hillocks are the main centres of Maoist activities. These areas are used to take refuge and shelter due to geographical reasons. The naxalites organize training camps here and convene meetings. Earlier Jhumra was regarded as the safest zone of the naxalites but after the formation of Jharkhand, the place has been gained from their control and a CRPF Camp has been established there. In recent years five running camps have been destroyed and the police have seized huge quantity of arms and explosives. Jhumra is no more a safe haven for the Maoists, but the activities of the naxlites in the area are reported time and again.

1 case in 2004 and 3 cases in 2005 were reported under this head and police had submitted charge sheet in all the cases. In 2007, 1 case was reported in Sector - 4 P.S. (case no.12/07). The place of occurrence has been found to be in Mahuda P.S. area in Dhanbad District. Transfer of the above mentioned case to Dhanbad district is under process. No case has been reported in 2007.
There has been steep decline in theft and property related cases compared to previous years.
In 2003, 2132, in 2004, 2384, in 2005, 2488, in 2006, 2406 and in 2007, 2817 cases were reported. Reporting figures under major heads are given below.

(A) Against Naxal :
During the previous years some hardcore Maoist extremists like Chandru Manjhi, Shankar Mahli, Deglal Manjhi, Daso Manjhi, Jayant, Ashish Tuddu, Prayag Mahto were arrested. (B) Against Criminals :
During the last one year Bokaro district police recorded many successes against criminals. A few important recoveries and arrests are cited below.
Both Bank Dacoity cases of 2007 have been solved. The accused have been arrested and looted property has been recovered in Balidih P.S. case no. 72/07. Two accused persons, Gopal Mahli and Subodh Singh were arrested and on their confession police has recovered 96 thousand rupees besides country made pistols and cartridges. In Gomia P.S. case no. 64/07, police has found the involvement of three criminals Suresh Hansda, Kuwar @ Ajit Hansda and Nepali @ Kalia.
In case no. 45/07 of Nawadih P.S., a Bank Robbery case, 2 criminals, Tuddu and S. Ansari, have been remanded and police has recovered Rs. 2.35 Lakhs. The police have also arrested Imtiyaz Ansari and Dinoj @ Dinu. The case is pending for supplementary investigation.

(B) Community Policing:
The district police have endeavored to reach the poor people through community policing. They have helped the poor and needy villagers by distributing sarees, dhoties, blankets, lanterns, umbrellas and footballs in the far and remote naxal infested areas of the district. Besides these works, football tournaments have also been organised to help and nurture the hidden talents. Efforts are on to help the poor and needy youths by training them in the fields of computers and driving. There is a plan to select some unemployed youths from the remote villages and make them capable enough by physical training for one month, so that they may successfully compete during recruitment tests conducted by the police/CPMF/Army organisations.
