The lineage of district police establishment in Chaibasa can be traced back to 1837. Over the decades, Chaibasa police has come a long way in maintenance of law and order, controlling crime and in serving people of the district.          

Chaibasa, the second largest district of Jharkhand,borders Khunti on the north, Keojhar and Mayurbhanj districts of Orissa on the south, Saraikela on the east, Simdega and Sundergarh district of Orissa on the west. The district is full of hills alternating with valleys, steep mountains and deep forests on the mountain slopes.

Over the years, left wing extremism has emerged as a great internal security threat to India in general and Jharkhand in particular. Lack of development, hilly and forested terrain and presence of interstate boundary facilitates growth of Naxalism in the soil of Chaibasa also. But with the whole hearted dedication and hard work, Chaibasa Police is fighting the menace with full vigour.

A multi-pronged strategy has been adopted by Chaibasa police to fight evils of naxalism. Security forces conduct area domination patrolling in the rugged terrains of Saranda forest and in remote villages on a regular basis. Upon specific information about naxals, operations are launched in order to arrest or neutralise them. Inspite of the hostile terrain and presence of inter-state boundary, strong anti-naxal drives have ensured to contain naxal menace in Chaibasa region. Operations conducted by Police in recent years resulted in the arrest of several commanders and the members of armed dasta, recovery of weapons and documents, demolition of training camps etc.

In order to mitigate the challenge posed by the presence of inter-state and interdistrict boundary, co-ordination meetings are held amongst neighbouring districts both in Jharkhand and Orissa, where exchange of information is facilitated and joint operations are planned. Also informal interactions at police station level are encouraged. Community policing forms a vital component of policing in left wing extremism affected areas. Realising this fact, Chaibasa police has taken up community policing measures in a big way. Free medical camps have been organized at remote villages and the response has been highly encouraging. Blankets, clothes and other essential commodities were distributed among the poor people of farflung villages. Sewing machines were distributed to selected women self help groups.

By the initiative of Chaibasa police as a part of community policing, schools have been started in inaccessible areas. At present 5 such schools are running in Talkobad area. Unemployed youth are being trained in driving skills and are employed in private firms.

In order to establish a good rapport with the public, police has taken initiatives to strengthen traditional Manki Munda system of tribal society. Meetings of such Manki Munda are held every month and the Officer-in-Charge of police station takes note of the issues raised by villagers and presents them before Deputy Commissioner for necessary action. Infact this initiative by police has enhanced the role of SP in the social- cultural milieu of the district.

Along with anti-naxal operations, Chaibasa police has taken initiatives to improve normal policing activities. Crime prevention has been given weightage. As a result property offences such as dacoity, loot and theft have been brought under control. In order to ensure better conviction rate, police and prosecution are working in tandem.

Regular meetings are held to ensure better coordination between the two. Speedy trials are taken up in important cases. Behind every success, there are stories of toil and sacrifice. In our efforts to ensure peace and tranquility in the region, several of our brave police personnel made the greatest of sacrifice, that is to sacrifice their lives at the altar of duty. We salute those brave martyrs and the inspiration from their sacrifice will provide the driving force for our future endeavours.

I took over charge of this district on 16.12.2006 after assuming charge I experienced that even today the frowning face of the police is striking in the mind of the poor mass of this district. Hence first of all I decided to make the police people friendly with a view to bridge the exiting gap. In this way to achieve this goal first I tried to strengthen the old existing Manki Munda system of local governance in the distt. The Manki Munda and Deory of the tribal society were given proper due respect with a view to establish good rapport with the police. In this connection I introduced a new unique experiment known as HELPLINE in each and every police station. In this helpline system respectable persons of the every corner of the society including women have been listed as member for a particular police station. The member of helpline are working as better link with police and public. Outcome of this experiment yielded desired result. The system has bridged the gap between police and public simultaneously. Police is also getting full co-operation from public. I hope that in future the police will also get the same co-operation from the people of the district.

From very beginning so many cases of Murder and rape have been continuously reported in this district. After perusing of the record of these cases. It transpired that most of the cases have occurred due to family dispute. In drunken state and killing instruments are axe and branches of  tree etc. The basic reason behind it is general use of liquor inside the family. In the drunken state people forget the sensitivity of the family relation and commits such heinous crime and later on they repent for the uncalled incident.

This distt. in still suffering with the superstition of  witch craft system because of illiteracy . This superstition are also main cause of these cases. I want maximum cooperation from your side to prevent  such type of cases.

One burning issue which this distt. is facing is naxal activities. Now this problem is extended up to national concern. Extremists are getting forcibly meal from poor villagers. Naxalites are misleading the villagers by raising slogans against the corruption prevailed the government millinery. On this pretext they are obstructing  the developmental scheme of the government in remote area and collecting Levy from contractors concerned and to lead luxurious life.                     

With a view to eradicate the naxal   problem in the village. Police Headquarter has launched so many  welfare scheme in remote naxal infested areas like establishing medical camps, distribution of blankets, cloths and essential commodities like K. oil etc. free of cost. To make the women self depended  self-help group are formed is in remote area for each village. These group have been provided sewing machine free of cost. We have started school in un accessible area , at present 5 such school are running in Thalkobad area. Unemployed youth after being trained in driving are employed in different private sector with the efforts of the police and such type of job oriented program are still being conducted. It is the matter of surprise that this district having zero scheme villages. We have prepared a master plan to connect the remote Jungle area with pucca roads.

It is the matter of great pleasure for you to know that the professional crime commonly known as dacoity, Loot and theft which is primary concern of police are under control. I assure all of you that such type of crime against property will remain under control in future too. I appeal to all person of the all societies particular to HO community to co-operate in educating the mass of the society. We should pledge that we will remove the evil system of witch craft and preparation, consumption of country made liquors like Mahua, Hadiya.

Practicing such thing we would be able to connect the society with the main stream of the nation and would be able to control the crime.

The nature of the crime reported in this district is mainly domestic violence and witch-craft cases in which wife is killed by the husband, neighbourer is killed by neighbourer, father kills his sons on patties ground which shows their backwardness and lack of education. No professional murder and heinous crime reported in this district in this year 2007. Crime chart of the district is as follow :

An old tradition is prevalent in this district specially in HO tribal society. According to system young marriageable girl after sufficient make up visits public place like Bazar where she has freedom to choose any young boy of the same society without giving any information to their parents. This type of gathering or assemblage specially occurs at the time of MAGHEY or other local festivals. Girl goes to her partners home and live their like husband and wife. According to Hindu mythology this type of marriage is called GANDHARVA VIVAH. After a week parents and relatives of the girl comes at home of the boy and demands a pair of oxen, cows, goats and hens. If family of the boy economically unable to fulfill the demand the guest gathered, the girl forcibly taken to her parent house. For material gain parents of the girl files a rape case. Such type of rape cases are more in number.

The movement of armed dasta of M.C.C.extermists was noticed for the first time in this district in the year 2000. An encounter took place between police and armed dasta of extremists in village Bitkalsoy under Manoharpur Police Station of this district which comes under Saranda forest area, in which one of them namely Ishwar Mahto was killed by the police and one S.L.R, which was looted by them from C.R.P.F. in Chruchu P.S under Hazaribagh district in 2000, was also recovered.  This was a grand achievement of  the police of this district. Having being demorlised by the above success of police extremist announced to take revenge of the killing of Ishwar Mahto. They started preparation for operation in this regard. They established training centre in  village Panta under Goilkera PS of this district in 2002. In which they imparted training to their fellow beings. They formulated a plan to take revenge in this training centre and ultimately successed in their plan and ambushed one police party which was returning from the above village in 2002. This district had to loose precious life of 14 police and other personnels and 30 regular weapons.

The extremists succeeded in establishing their supremacy in that area after the said incident. This is confirmed from the documents recovered from them during course of time in police operations against them. These documents reveal that the ‘thekedar’ of Kendu Leaves & some Mines contractor succumbed to their pressure and agreed to pay regular levy to them.  Later on they established armed training camps in the area in which they imparted armed training to those who newly joined their organisation. Police succeeded in locating three such armed training centres and decamping them in different operations which were conducted on 22.8.03 in Hendecully and on 13.11.03 in Bendesoker. Extermists launched offensive and attacked Bara Jamda O.P of this district on 31.3.04 and looted 10 regular weapons of police there from. This was a dare devil action in which police of the district was taking aback. This operation was conducted by extremists from Saranda only. Just after the said incidents operations were conducted regularly. Police fell into their trap near village Baliba under Gua P.S of the district (which comes under SARANDA) on 07.07.04 in which 29 police personnels lost their life. They succeeded in looting more than 30 regular arms including one L.M.G.  also. By this they further succeeded in establishing their authority in almost entire region of Saranda. They became terror to public and police personnels as well. After that a number of operations have been regularly conducted in the district against extremists in which police succeesed in arresting their commanders and member of armed dasta and recovering huge documents and weapons from them. But still there is much to be done against them. Presently they are using this area (SARANDA) strategically for holding top level meetings and running training camps whenever they get an opportunity.

 
This district has worked a lot in view of community policing and for becoming closer to the society. The police did following work in this district which is as follows :-

Holding Janta Darbar and solving most of the problem related to the school, land dispute, medical facilities etc. on spot. District administrations also took part in this meeting.

1800 Blankets, 1411 Saries, 2422 Dhoties, 1000 Gamchha, 50 Shawls, 500 Banyan, 50 football, 22 Hockey stick & 12 Ball, 108 Jersi, 10 Solar light, 02 Net, 01 Memento cup, 31 Mobile sets, 1200 lt. k. Oil, 700 kg salt, 6800 kg Rice, 01 Pumping set etc materials have been provided to villagers of different areas of this district.    

Medical camps has been functioning on following places :-Karampada, Chhotanagara, Toklo, Tebbo, Jaraikella.

45 unemployed young persons have been provided jobs by the police department.

51 Sewing machines have been distributed among unemployed women’s group.

Marketing of the Saranda product.

Four schools are being run in badly affected naxal areas by police department.

Rehabilitation of two naxal families has been ensured by police providing them oxen, cloths etc.

We have provided pumping set for irrigation purposes.

Meeting of the Manki Munda in every month and all problems of the villagers taken down by the Officer In Charge of police station and after compiling it, It is sent to D.C. for necessary action.

It has been started at every police station with a view to solve petty offences with the help of Helpline.
