It gives me immense pleasure to be part of this endeavour, which will enable the people we serve, to know us better and provide them oppurtunity to help us better. Chatra police strives selflessly to create a peaceful and law abiding community. This is a call for you all to become partner to the developmental process in Chatra. Chatra district was carved out of Hazaribagh district on 29.05.1991. It inherited the problem of Naxalism. This menace in Chatra district traces it's origin back to 1977-78. Infact the first company of MCC was raised in Kunda police station area of Chatra district. The terrain and jungle in this district proved quite conducive for them. Intermittently since 1979, Naxals have been carrying out violent incidents against the innocent civilians and their guardians i.e., Police. Another observable pattern that has emerged in the district is sprouting of many new organizations like TPC ( Tritiya Prastuti Committee), JLT ( Jharkhand Liberation Tigers), SPM (Sashastra People Morcha).
Their infightings have taken violence to a new level,which has escalated the civilian casualty in the area. However, in the recent past due to effective combined operations against the various naxal groups, their activities are under control.
Many important arrests of naxalite leaders and dasta members have been made and a large number of arms and ammunitions including lethal materials and devices have been recovered. As a result, CPI (M) has of late redefined it's strategy and has started TCOC (Tactical Counter Offensive Campaign) to counter the increasing police pressure.
The district seems to be free from major crimes like kidnapping for ransom, killing for rangdari tax, threat for extortions, bank dacoities etc in recent years. No state level or Inter State level gang is operating in the district. Since the last 3-4 years, Chatra District has been identified at the national level for illegal cultivation of opium. The areas of Police Stations like Itkhori, Simaria, Sadar and Pathalgadda O.P. are worst affected by illegal opium cultivation. However, since 2007, the district Police has taken special efforts to check the cultivation of opium and has achieved lots of success. Infact within 6 months, 50 cases were registered under the NDPS Act. The overall crime situation in the district is under control and simultaneous steps are being taken towards checking opium cultivation. |

Through community policing we have made efforts to reach out to the common man. We have helped the poor and needy villagers by distributing sarees, blankets, lanterns, sports' kits etc. In the far and remote naxal infested areas of the district. Besides these works, football tournaments have also been organized to help and nurture the hidden talents. Efforts are on to help the poor and needy youngsters by training them in the fields of computer and driving. We have also planned to select some unemployed youths from the remote villages and make them capable by physical training for one month, so that they may successfully
compete during recruitment tests conducted by the Police/CPMF/Army Organizations. All this has increased the faith of public in police and helped us achieving greater cooperation from the public.
Police being the law-keepers are always under direct observation and criticism. While an achievement goes unnoticed, cry against folly comes to the forefront with double force, taking this criticism as an opportunity for self-improvement we have come a long way. Chatra police is committed
to maintain public order, to give prompt and compassionate response to every call of the citizens in distress. |

Now, Time has come that we should look beyond it and strive for peace and development in the district. I invite you all to become party to this developmental process and help the district police in all possible ways. At this occasion I also want to thank you for your co-operation to district police for crime control and anti-naxal operations. With your help, I hope very sooner, a day will come, when Chatra will regain its golden past and will be the most peaceful place to live in.Let love spread all around the district. |

Major crimes like kidnapping for ransom, killing for Rangdari tax, threat for extortion, Major Bank dacoities etc. are not reported in recent years. No State level or Inter-state level professional criminal gang is operating in Chatra.
However, due to dense forests and naxal problem, Road Robberies/ Dacoities are committed in State Highways & National Highways passing through the district. Mainly affected roads are Hazaribagh to Simaria (near Piri Diversion), Jori to Chatra (Sanghari Ghati), Piparwar to Simaria(near Dhangadda Ghati). Besides road dacoities, house dacoities are also committed by local criminals during nights in remote villages. Since last 3-4 years Chatra district has been identified at National Level for illegal Opium cultivation. The Police Stations like Itkhori, Simaria, Sadar and Pathalgadda OP are worstly affected by illegal Opium cultivation. In the 2007 Police has taken special attention to check the cultivation of opium and achieved lots of success. In checking the cultivation of opium more than 50 cases under NDPS Acts have been registered in this district in merely six months. Overall the crime scenario of the Chatra district is under control and simultaneously opium cultivation is also checked.

Naxal problems in Chatra district trace its origin back to 1977-78. It is said that the first company of MCC was raised in Kunda PS of Chatra district. Along with Jehanabad, Aurangabad and Gaya districts of Bihar Naxals came here and made their foothold in early phase only. Terrain and jungle in this district proved quite conducive for them. This district has seen many major incidents carried out by Naxals. Important amongst them in 2005 death of 12 police personals including SDPO with Assistant commandant of CRPF in Baniyadih Kunda PS, in 2002 death of 10 police personals including one sub inspector in Sanghari Ghati in Sadar PS Chatra and in 1999 death of 6 police personals including officer incharge of Kunda PS. Besides this they have killed one or two police personals several times. They have been killing innocent civilians intermittently since 1979 and have made numbers of attempts to blast police stations and pickets unsuccessfully.
Presently many new organizations similar to CPI(M) are sprouting in this area. Their infightings have taken violence to new level. This has also increased the civilian casualty in the area. CPI (M) has also redefined its strategy and has started TCOC (Tactical Counter Offensive Campaign) to counter increasing police pressure.
At present due to effective combing operations against the various naxal groups, their activities are under control.

District police due to sincere dedication to work has been able to achieve significant successes in the last one year against naxals and criminals:-
(a) AGAINST NAXALS:- Chatra district police have been quite successful in stemming the red tide of the naxal wave. The Chatra police has made 68 important arrests of naxalite leaders and dasta members and also seized quite a number of arms and ammunitions including lethal materials and devices. |

(b) AGAINST CRIMINALS:- During the last one year Chatra district police recorded many successes against criminals. |

(c)In Community Policing:- In this way district poli ce has endeavored to reach to the poorer people with a view to bring police to the doors of the people. This has been highly successful through community policing.
