Situated at the gateway to the criminal justice process,the police have a major impact on what b e c o m e s defined as crime andwhich offences are prioritised. The police have a great role to play in promotion of communal harmony and national integration. Social expectations have placed new demands upon policing, especially in terms of becoming more sensitive and responsive to community needs. Keeping all these concerns as guidelines, Dumka police's endeavour has been to enforce the law of the land with proper care for the sentiments of different sections of the society 

This district has a long history of anti-imperialist struggle and the people even now are quite independent in their thoughts and actions. After the formation of separate state of Jharkhand, the expectations have gone up and it is a constant battle to keep pace with these expectations. Dumka police is always in forefront to meet these expectations. Dumka is a tribal dominated district as a result of which tribal culture and system is predominant the way of living of other communities living in the district. Naxalism has not taken its root because of Santhal culture and their system and their own village administrative set up. Leaving apart the naxal related crime, regular crime like murder, loot and dacoity are completely under control and are in declining tendency because of effective, determined and strong police action.

Dumka police is not only fighting with the traditional crime, but also with the today's main threat to national internal security, i.e. naxalism. In Dumka District the first wall writing by Naxal outfits was done in different places of Gopikandar, Ramah and Muffasil P.S. area in the name of K.C.C. in December, 2005. Thereafter on different occasion such as "martyr day" wall writing was done under Ramgarh, Kathikund and Gopikandar P.S. area. On enquiry during patrols conducted it become evident that armed squad of 8-10 naxal outfit is moving from one village to another village and holding meetings with villagers during night. It also transpired that the squad moves during night and takes shelter in the villages. Badri Roy
of Saruapani under Kathikund P.S. who is the sub-zonal commander is the leader and invites naxal outfit for propagating maoist philosophy and highlighting local problems and inability of government to solve these problem. On enquiry it became clear that Philiman Kisku, Santosh Kisku, Gunadhar Grihi, anchanand Roy, Gobardhan Roy are working as dalam members under the leader ship of Badri Roy. Badri Roy, Gunadhar Girihi and active member Suleman Hansda have been arrested. Santosh Kisku, Urmila Devi disassociated from naxal outfit.

It is the conviction of the Dumka police that the police have a great role to play in promotion of communal harmony and national integration. Interaction with vision, understanding, tact, compassion and humour by the police will not only raise the public esteem of the police but will also lead to a healthy police- public relationship, and secure the desired measures of public involvement and cooperation in promotion of communal harmony. To put this into action Dumka police launched community policing programs on massive scale. All officers-in-charge of the police station has been instructed to solve small disputes in village panchayat with the help of Pradhan and villagers so that parties concerned could be saved from unnecessary monetary loss and undue harassment. To reduce the gap between police and public, Dumka police has organised workshop on "Gap between police and public -Reason and Remedy", "Role of Police on empowerment of women".

So far many football tournaments have been organised. Time to time meetings with village pradhan have been organised to make police people friendly.

On various occasions Blanket, umbrellas & Gamchas were distributed. Dumka police is striving hard to achieve its main objective that "encouraging a high standard of professionalism within the Dumka Police and to see it become more proactive and preventive in its service and approach to law enforcement".

Image of police is not up to the mark. It is true not only for Dumka Police but also for the Police of other district and state. Police is deemed cruel. But it is not the fact. When Law is enforced, inconvenience occures to a party, And because of this notion has been formed. You will agree that implementation of Law is the religious duty of police. Police work is to be seen in positive and meaningful jargon which in its turn will do away with this old notion. So that parties concerned could be saved from unnecessary monetary loss and undue harassment. There is a gap between police and public. I would like to make it clear that the police are of the people and for the people. To reduce the gap between police and public, Dumka police has organised workshop on "Gap between police and public -Reason and Remedy", "Role of Police on empowerment of women". Under community policing scheme, Foot-Ball Tournament have been organised. Some time it is reported that all complaint are not entertained at police station level. I would like to makes it clear that senior officer like, Inspector, Dy. S.P. and S.P. are always at your service and people are free to contact any time for their grievances. Time to time meeting with village pardhan has been organised to make police people friendly. I hope and believe that with the active cooperation of general public district police will be able to prevent crime and maintain law and order.

On enquiry it became clear that Philiman Kisku, Santosh Kisku, Gunadhar Grihi, Panchanand Roy, Gobardhan Roy are working as area commander under the leader ship of Badri Roy. Badri Roy, Gunadhar Girihi and active member Suleman Hansda have been arrested. Santosh Kisku, Urmila Devi disassociated from naxal outfit.
            

It is notable that Gobind Marandi of Tatitola village, P.S. Amrapara, Distt. Pakur is active member of armed squad. He moves to invite naxal outfit in Amrapara and Gopikandar P.S. area. He played active role in Dumpher burning case reported in Amrapara P.S. under Pakur District. As per input Govind Marandi had gone to Kolkata and has been imparted computer training. But on return form Kolkatta, he again joined naxal out fit and perusing and luring young boys to join naxal out fit.

As noted in para 3, three cases have been reported so far. Sub Zonal commandar Badri Rai, area commander Gunadhar Grihi and active naxal out fit Suleman Hansda have been arrested so far. As a result of which Santosh Kisku and Urmila Devi disassociated them selves form naxal outfit. On 26.11.07 naxal camp of in Jirthpani village under Kathikund P.S. area was destroyed.


Under community policing scheme workshop on "Gap between police and     public - Reason and Remedy", "Role of Police on empowement of women" was organised. Blanket, umbrella & Gamcha were distributed. Football games have been organised.
