East Singhbhum district which shares its boundary with Orisa & West Bengal enjoys a unique position in the development map of India due to its industrial development, rich mineral resources and due to the presence of the metropolitan city, Jamshedpur. Apart from the steel city, forested and rugged terrain of Ghatshila Sub division also falls under East Sihghbum district. |
The dsistrict of East Singhbhum came into existence in 16th Jan, 1990 by notification no. 86 of Personnel and Administrative Reforms department of undivided Bihar. But the full fledged Police district of Jamshedpur was existing since 1933.

Jamshedpur Police is evolving itself into the most professional, efficient and people friendly police f o r c e .Wi t h - emphasis on proactive policing, we are able to instill confidence in the general public and at the same time deterrence in the minds of law breakers. Due to the presence of million plus city, big industries and rich mining regions, urban policing has become a vital component of policing in the district. At the same time forested and rugged terrains of Ghatsila subdivision falls under the district which necessitates focus on rural policing also, that too with a special emphasis on anti-naxal operations.The goals for urban policing are set, keeping in view of improving efficiency and professionalism. Minimization of response time to the calls of public, ensuring peoples' participation in policing, emphasis on crime prevention and wide use of science and technology in policing are few of our goals. Police control room (PCR) in Jamshedpur is modernized and very efficiently functioning. Two DySP rank officers are supervising the functioning of PCR.PCR tracks all the law and order problems and other events relating to policing and direct patrol mobiles and police stations to attend these. Reserve force in PCR proves very effective during law and order situations and emergencies. Motorcycle borne mobile unit called Tiger mobile has been constituted and it's units are located at strategic locations in the town. Tiger mobile plays an important role in crime prevention as well as in reducing response time of the police. In order to ensure peoples' participation in policing, every police station organizes meeting with the citizens once in a month. These meetings help police to understand the perspective of the public, gather information regarding local disputes, anticipate law and order issues, and to instill confidence in public As far as investigation of crimes is concerned. We emphasize on the use of scientific techniques. Use of mobile forensic science lab is encouraged. In the investigation of sensational cases modern techniques like brain mapping, polygraph analysis and narco analysis are used with the help of institutions outside the State. Technical cell of Jamshedpur police is functioning efficiently under the direct supervision of SP. Technical cell proved its capability by cracking several important and complicated cases. Cyber crime by inter- state gang 'MMG' was successfully cracked and the person who sent e-mails threatening bomb explosions in Jamshedpur was nabbed. Special team has been formed to fight organized crimes and criminal gangs and we could arrest several gang leaders. Those arrested include gang leaders Paranjit, Kartik Munda, Pilpil Pappu, Muhammed Shakkil and several other gang members. Gang leader Nepal Lohar got killed in police encounter. With the intention of solving family and marriage disputes, women cell has been established in PCR Sakchi and its branch is functioning in Bahragora P.S. Apart from lady police personnels, NGO activists, lady advocates, Psychologists, doctors and professors form part of women cell.Women are facilitated to approach the cell in order to redress the issues regarding torture, dowry harassment etc. The cell tries to settle the issue amicably preventing the family from breakage. If not, the case is sent to the concerned P.S. for registration of FIR. Naxalism being the major threat to the security of nation, East Singhbhum police is fighting this menace whole heartedly and has achieved remarkable success on this front.

Generally the cases of theft and Burglary are reported from the colonies of town area. The cases of Loot are mainly reported from lonely roads. On an average two cases of Loot and Dacoity are reported per year from rural areas alone NH-33 and Jamshedpur - Chaibasa Main Road. It can safely concluded that the crime at these main roads are negligible these days.
White collar crimes such as cheating and forgery related to business transactions are reported from the city. Cases relating to excesses by land mafiya and cases relating to land grabing are also reported.
Due to the presence of several industries, cases relating to labour issues are also reported in the district.
Apart from all the other issues crimes, related to naxal violence is also reported in the district.

The presence of two interstate boundaries as well as forested terrain of the district provides conducive environment for the growth of left wing extremist. Moreover Jamshedpur being an industrial district, through which national Highway passes, Naxals believe that by having their influence over this district, they would get enough money and funds. As a result the naxalites, have put their entire strength to capture and control the district.
Naxals resort to kill innocent persons in the name of they being attached with NSS. The naxalites also want to take UCIL under their control. They fell after having their grip over UCIL, naxalites will be a position to challenge the Govt. Hence they are trying their best to increase their influence over UCIL.
All the 11 PS of Ghatshila Subdivision, one OP and Patamda PS, Kamalpur PS and MGM PS of Dhalbhum Subdivision are naxal affected. But Potka, Jadugora, Bahragora etc. are not severely effected. In the last 3 years the extremists have increased and enhanced their influence over neighboring Police Station of Patamda, Kamalpur, MGM, Ghatshila, Chakulia, Dhalbhumgarh etc. which are adjacent of West Bengal.
In order to establish their supremacy in West Bengal, the naxalites of West Bengal have planned to use the forests of Jamshedpur district, where they intend to hold their meeting and training camps.
In order to curb activities of extremist the Jamshedpur district, Police is working on a consolidated action plan. We have not only enhanced our activities against the extremists, but also we are working on the theory of connecting the public with Police and bringing them nearer to the police. During our LRPs, we are educating the villagers about the losses and harms infected by the influx and interference of the naxals in their day to day life. We are arming our forces with modern arms and also giving them proper training in this regard. Our intelligence collecting machinery is being strengthened. Speedy trial of naxal related reported cases has also been taken on top priority basis.. There has been a curb on the activities of naxalites in recent past. We are trying our best to get them ousted from their hideouts at the earliest and we are determined to uproot the extremist from the district of Jamshedpur.

Recently we have accelerated our missions and efforts to curb the activities of extremists on all fronts. For this purpose we have not only brought additional force from outside but also we have, trained our district police force and have equipped them with modern arms. We have started coordinated with neighboring State of Orissa and West Bengal by exchanging information and have started joint venture with the same. Forces are being sent LRP in remote villages.

(b)AGAINST CRIMINALS:- During the last one year Chatra district police recorded many successes against criminals.

c)In Community Policing:- 1.Gurabanda PS – Janta Darbar was held at village Pandugora in Gurabanda PS on 13.1.2007 and Health Shivir was also organised on 19.1.2007 at village Paharpur, Koira. Janta Darbar was held and blankets were distributed among villagers.
2.On 15-11-2007 in different village of Ghatshila School bags were distributed.
3. Potka PS – In village Chirugora, mosquito nets and School bags were distributed among the persons coming from village Narda, Chirugora, Magree, Dhegam, Kundrukocha, Tulgram, Kararkocha and near by villages.
4.Chakulia PS – on 15.11.2007 and 19.11.2007 mosquito nets and School bags were distributed among the villagers of Ghaghara and Durgadih.
5.Dhalbhumgarh PS – on 15.11.2007 School bags and mosquito nets were distributed among the villagers of Nawagram, Mahisadhara, Rawtara and Gurugaikocha.
6.Dumaria PS – Likewise on 15.11.2007 and 20.11.2007 School bags and mosquito netss were distributed among the villagers of Rangamatiya and Karlasai respectively.
7.Ghatshila PS – School bags and mosquito nets were distributed among the villagers of Narsinghpur, Mirgitanr, Checharpur, Gurajhor on 15.11.2007
8.INITIATIVE FOR MORE APPOINTMENT More villagers IN POLICE –
Since 18th November 2007 free applications forms for the appointments in police are being distributed in villages and villagers are to helped fill up the forms. Awareness is given among the Public that the Govt. is appointing more and more persons in Police for which even 7th class pass people are also eligible. They are also being informed that the date of submitting application form has been extended up to 24th November 2007 villagers are being made aware of the procedure of appointment by holding shivilrs in the area. Practice for running is being given and free coaching is being given to them. Such things have already been done in Patamda P.S. area. Such camps had been organized in Dumaria, Patamda, Chakulia, Dhalbhumgarh and Potka.
9.ORGANISING FOOTBALL MATCH
Football match are being organised in extremists effected area and the programme has been made to distributed prizes to the winning teams so that the people may come in contact with police may give important clues about crimes. Such work was alone in village Matiabandhi of Chakulia P.S. on 17th January 2008. In this program, folk dance along with health shivir were also organized fears regarding police has been removed from the mind of public.
10.THE AVAILABILITY OF RED CARDS AND INDIRA AWAS TO VILLAGERS
The officers in charge of extremists affected area have been directed to coordinate with CO and BDO of the are to give information to the ready public about providing them Red Cards and Indira Awas.
11.ADMISSION OF GIRLS OF VILLAGE AREAS IN SCHOOLS
The police is also taking initiative to get the girls of villagers admitted in schools.
