Latehar Police takes pride in being part of this effort which will bring us closer to the common man whom we strive to serve selflessly. Latehar endowed with great scenic beauty and natural resources has potential to achieve high economic growth rate with prosperity to all , but naxalites have created roadblocks in the path of development. No parallel of this district can be found as far as the distinct nature of naxalite violence is concerned. In addition to CPI(Maoist), the splinter groups such as TPC, JPC, JLT, JSJMM often pose serious threat to the law and order situation by indulging in kidnapping for ransom. The hostile geographical condition is a major stumbling block in carrying out effective anti-naxal operations in the district. However,inspite of the hostile ground realities, the district Police's remarkable success in recent years has not only brought to fore the untiring efforts by the Police personnel but also the fact that more and more information is coming forth about the naxal movement in the remote areas. It's an indication of the increasing faith of the common man in the security forces. The district Police's role is no longer confined to reaching out to the far-flung areas and to chase away the naxal squads.Now, they lay a great emphasis on lending a helping hand to the poor and hapless families residing in the villages. The needs of school children are too being taken care off. Moreover, free legal aid in matters relating to family , social and financial disputes were also being offered to the villagers to enhance their faith in the district Police. Also initiatives has been taken in adopting a backward village and then turning it into a Model village. Under this programme, we have already adopted Cheero Village under the Chandwa Police station and the development work is underway. We reiterate that district Police will leave no stone unturned to ensure the safety of the public |

The credit goes to the common people of the district for all the major inroads made by the security forces in their drive against different naxal organization currently operational in the Latehar district, braving the acute resource crunch and the hostile geographical terrain. Hats off to the local masses who had time and again imposed full faith in the district police during the district police’s drive against the Naxal menace. And without whose co-operation any force can not succeed in their endeavour.
Even as different agencies of the state government has been carrying out welfare schemes for the poor and the BPL families, undertaking ambitious projects to build roads and bridges in remote areas, the reports relating to demand of levy from the contractors and the government officials are pouring in on a regular basis. According to intelligence available with the police, the hard core ultras including the area commanders and Zonal Commanders owing allegiance to different extremists’ organizations are collecting a certain amount of government funds meant for mass development as levy.
To add salt to the wounds, the hardcore ultras are sending their children to the expensive public schools and reputed colleges in addition to building palatial buildings in metropolitan cities on the one hand. On the other, the same naxalites preach the doctrine of Maoism to the innocent, hapless and illiterate villagers in remote areas. They present themselves as the harbinger of the armed revolution and the rule by the farmers and the labourers contrary to the facts in the present age of science. They are relentlessly making false promises to the masses, thus giving rise to anarchy in the state while they are involved neck deep in money laundering.
I also want to expose the real face of the Maoists who propagate a ruling system which cannot match the flexibility exhibited by the democratic system. More importantly, the communism (the Maoism) had failed to deliver the tall promises in a few countries and the people there had opted for democratic system of governance. The way the Maoists tried to displace the democratic system in Nepal is a well known fact but this is a welcome sign that they have decided to join the government there recently.
Now, I want to give an awakening call to those youths including girls who had gone astray, to come back to the main stream of the society and to shun the violence against mankind.
Finally, I would like to reiterate that the district police will leave no stone unturned to ensure the safety of the public. I also solicit your support in this endeavour.

Presently, the Latehar district is infested with naxal violence. From the security point of view, the entire Latehar district had been divided into two police sub divisions, four police circles and eight police stations for maintaining law and order and providing security cover to the public. In addition, five police pickets under different police stations have also been established. Moreover, four companies of Central Para Military Forces, one company of India Reserve Battalion, one company of Special Task Force and two companies of Jharkhand Armed Police have been pressed into service to counter naxal insurgency in the district.
As far as Naxalites violence is concerned in addition to the CPI (Maoists) activities, the splinter groups such as TPC, JPC, JLT and JSJMM often pose serious threat to the law and order situation by indulging in kidnapping for ransom, intensified turf war (gang war) over area dominance and by giving bandh call, targeting VIPs as well as the police establishments.
The undulating, highly forested hilly terrains provide the naxal squads with natural hide outs which are sometimes nearly inaccessible to reach. The Naxalites also run their training centers here.
However, in spite of the hostile ground realities, the district police achieved remarkable success in the year 2006-2007 in comparison to last five years.
In 2006, 68 ultras were sent to jails, the police had 14 encounters with the extremists, two hardcore naxal were gunned down and 20 fire arms as well as 720 live ammunitions were recovered whereas 29 ultras were arrested, police had 10 encouters, 22 firearms as well as 11725 cartridges were recovered from them in 2007. In addition, eight bunkers made from syntax water tanks and two training camps were busted.
The district police have recently launched a mass movement in the remote areas to appeal to the common people to join the mainstream of the society. The community policing is proving a very supportive tool in wining the confidence of the villagers. In this connection, the highly backward villages have also been adopted for the all round development of the villagers.
It is widely believed that these step will help curb the naxal menace in the coming years.

Recently, there has been a major shift in the police’s approach in tackling the naxal menace in the backwaters of district. The district police’s role is no longer confined to reaching out to the far flung areas and to chase away the naxal squads. Books, dhoti-sari, clothes and lanterns were being made available to the needy families on a regular basis.
Moreover, free legal aid in matters relating to family, social and financial disputes were also being offered to the villagers so as to enhance their faith in the district police.
Recently, the Director General of Police and the Inspector General of Police have displayed initiative in adopting a backward village and then turning it into a modal village. Under this programme, we have already adopted Cheero village under the Chandwa police station. As a result of this innovative scheme, the youths of this village have shown signs of encouragement and of apathy towards crime. This programme is soon expected to be launched in all police station areas.
